Zhang Yidong said that the Ministry of Commerce actively promoted the financing lease legislation into the National People's Congress legislative project. In the first half of this year, the Ministry of Commerce submitted the "Finance Lease Law" as a legislative project to the 12th National People's Congress Standing Committee. It is recommended to be listed as a five-year legislative planning project, and to communicate with the NPC Law Committee on the financing lease legislation. Actively promote the legislative process of the Financial Leasing Law.

Zhang Yidong said that as the financial leasing industry continues to grow and develop, the social status and influence of the industry continue to increase, and the time has come to establish a national financial leasing association. The Ministry of Commerce has been actively promoting the establishment of a national industry association, which has been approved for official preparation.

Zhang Yidong said that in order to strengthen supervision and management of financial leasing enterprises, further improve supervision methods, and improve the level of informationization supervision, the Ministry of Commerce organized the establishment of the "National Financial Leasing Enterprise Management Information System" and began trial operation. On the one hand, the system enables the competent commerce department to grasp the business operation and change information in a timely manner, prevent and warn the industry risks, and also provide functions such as the registration of leasehold property rights and the credit record of the lessee, and provide services for the financial leasing enterprises.
